This the the Ultimate version of WW2 cap America, designed by Brian Hitch if I am not mistaken. I am familiar with this design as I worked on the movie Ultimate Avengers as storyboard artist, and I think it's a more cool and realistic version of what would be a ww2 Cap. From the original version I think the shield is the only thing that has remained the same: badge shaped with 3 stars and some stripes (don't remember the number of them ;)).
